中国香港影视导演、编剧、制片人。生于香港。赴英学习美术印刷设计。返港后就职于银行。1980年进入该银行的电影公司任制片。1982年，制作《烈火青春》Nomad。1987年，导演《猛鬼差馆》Haunted Cop Shop。1990年与元奎共同执导《赌圣》All for the Winner成名。1992年以技安的笔名编剧并执导《黑蔷薇对黑蔷薇》92’ Legendary La Rose Noire再次引起轰动，成为90年代香港影坛引人注目的电影人。他常使用别名参加重要作品的制片执导。如协助执导《91’神周侠侣》Savior of the Soul等。作品多次获香港金像奖最佳作品、最佳导演的提名。
